BENKIRANE ELECTED MEMBER OF PARLIAMENT 
 
A moderate Islamist leader, Mr. Abdelillah Benkirane, was elected on Thursday to the house of representatives, representing Mazraa in the Sale  Region.  This partial election is a low-key political event but it has allowed the Islamic Party of Justice and Development (PJD) to strengthen its position in the legislative body. WHAT TO DO WITH THE MERCY LAW?  
 
Since 1995 some 6,000 terrorists surrendered to authorities when the “Rahma” law or the law of mercy was passed.   While most of those who surrendered were involved in the support system for the terrorist movement, the last three months have witnessed an increase of capitulations of actual terrorists and crime perpetrators.[Follow this link]

FISHING AGREEMENT   
OVERSHADOWS OTHER ISSUES  
Signed in 1995, the Morocco-EU fishing agreement will expire on November 30, 1999.  The expiration of the agreement has been the subject of a passionate debate in both sides of the Mediterranean.  It is particularly intense in Morocco where the media and the fishing industry have been putting pressure on the government in an effort to avoid the renewal of the agreement.  It is also intense in Spain where lobby groups are also pressuring their government to demand that the deal would be renewed.   • [Morocco] - CONFLICT OVER UNIVERSAL HEALTH INSURANCE: The main players involved in the health insurance sector in Morocco are at war.  The issue of a universal health coverage for all known in Morocco as “Assurance Maladie Obligatoire” or AMO has put the social security fund (Caisse Nationale de Securite Sociale – CNSS) face to face with private insurance companies.
  • Algeria-France Hope to Improve Relations:  After its outrage over the presidential elections held in Algeria last month, the French government has accepted Bouteflika as the new Chief Executive of the North African country. In an recent interview, the French Prime Minister Lionel Jospin said that “good relations with Algeria are for us a fundamental issue.  We hope that they become excellent.”
