Forecast for Agriculture:   
A NEGATIVE 1998-99 SEASON  
The Moroccan ministry of agriculture concluded that the added-value of the 1998-99 agricultural season is to decline by 18% compared to the last season.  In a report sent to the country’s parliament, the minister of agriculture, Mr. Habib El-Malki wrote that the total value produced in the farming sector was only DH 32 billion or 18% less than the previous season.[Follow this link

Government Agrees on Winery’s Restructuring 
Plan:  SINCOMAR TO SLASH WORKFORCE   
The government commission in charge of endorsing the privatization of state-owned companies accepted a restructuring plan for the winery Sincomar.  The plan would improve the company’s financial situation prior to selling it to private investors but would layoff half of the workforce. Over the last 18 months, the province of Ain Defla has created 6,400 jobs through the implementation of three job creation programs  known as Emploi Salarie a Inititiative  Locale or ESIL, the Travaux à Intérêt Public, and the Contrat de Préemploi (CPE).

The National Assembly  
When Ouyahia became the head of the RND party he pledged to launch a clean up operation aimed at eliminating the “modernists” and strengthen the position of the “nationalists.”  The so-called “modernists” in the RND party are led by Mokdad Sifi, a politician who ran for the presidential office, thus splitting the party into those who supported his candidacy and those who pledged allegiance to Abdelaziz Bouteflika through a group led by former premier and now head of the RND Ahmed Ouyahia.

Slight Improvement of Water  Supply in Constantine  
The population of Constantine in eastern Algeria has witnessed a slight improvement in its water supply.  This improvement is through the reduction of the water-rationing program known as the Orsec Plan and was made possible following a good winter season characterized by above normal rainfalls and snow.
